I would think you actually mean a person who does not meet the qualifications to pass a drivers' license test, would you not agree? I know people anywhere from 16 to 95 who should NEVER have a drivers' license. How can you put a limit on a person's driving privileges just because of their age?

Glad you're going to recover from your injuries! I got run over exactly 6 months ago. The bike was totaled but I managed to heal up fairly well. Hope you followed the advice from earlier posts and got an attorney! You will incur alot of bills in the following months that the cager is responsible for.
