I have a heavy leather jacket and chaps.
If I had it to do over I would find a good pair of textile riding pants and jacket that are waterproof. Will cost as much as leather but you can use them both for rain gear and winter riding. Also explore armour inserts. Thats my opinion. Many things to choose from. Read and learn as much as you can and then make your decision.

I agree on the previous mention of Fox Creek Leather jackets and chaps. Check them out. I have had three of their jackets, due to an expanding gut, and they are great. Great quality and great customer support.

I would call 60F mild riding weather but certainly not cold. Cold is 45F to 32F. At 60F I have not even put the liner in my jacket.
- textile 3/4 length 4 season touring jacket, with heated liner below 55F, I don't bother applying power to the liner till it hits 45F.
- textile motorcycle over pants
- un-vented (not perforated) gloves down to about 50F, heated gloves below that
- FF helmet
It is the wind that cools you off. Control the wind with a wind barrier and you will stay warm. IMO heated gear (full sleave liner and heated gloves) is the best thing since sliced bread below 50F. My legs stay warm with just motorcycle pants and an under layer down to 32F.
