I think you meant when is a bike considered an antique. Most states will register a vehicle with historical plates once it is 20 years old.
A car or a motorcycle can be an antique but it never will be a classic. A classic is a vehicle that has a design that gave it a timeless beauty, special mechanics and or performance for it's time, impressive quality, things that made it stand out when it rolled off the assembly line. It was a classic from the day it hit the showroom floor. Duesenberg, from the beginning.
Popularity does not qualify a vehicle as a classic. Their is no Ford that is considered a classic.
Also once a classic vehicle is no longer stock, it was a classic.

There are other designs and models (not just HD) where technology combined with fitment and style that could also fall into place as well. Guess it is just opinion...

Simple test. Look at the bike, now close your eyes. Can you picture skinny-Elvis riding it with young-Ann Margaret on back? If so, then it's a classic.
