A small DOT 1/2 helmet that sits low?

Like all things DOT helmet standards change as new research is done and more information comes available. Some helmet manufacturers have been applying DOT labels to their helmets even though they do not meet the current DOT safety requirements. They have been able to get away with this if the helmets meet older, less stringent, DOT standards. For example they meet the DOT standard from say 1970. As of May 13, 2013 all DOT certified helmets will have to have a new label bearing the manufacturer's name and helmet model and the words "DOT FMVSS No. 218 Certified."
In the mean time it is up to the buyer to determine if a DOT helmet meets DOT FMVSS 218 or some earlier, less stringent, standard.
