Passing at intersection
Unfortunately, you will not win this. In most states, changing lanes while traveling through an intersection is illegal. Here in Nevada it is not. However, also in most states you will be charged with passing in a no passing zone. This is actually true even if it is not in an intersection. For example, travelling down the two lane road and the vehicle in front of you decides to turn right, and you are not in a passing zone but you pull around him and pass him before he completes the turn....bingo they got you. I do think this LEO was kinda crappy to do this to you but it is up to his discretion. As a LEO I would not do something like this, plenty of bad guys around, don't need to create situations. But that is just me.

When I was a cop, I hated traffic enforcement. There were 2 ways I'd make a traffic stop for a moving violation - either I thought the stop would lead to a DUI arrest or some other, more serious offense, OR the person broke the law right in front of me, as if saying "hey cop, F### You!" - (a) you can't ignore that in front of a bunch of people and (b) you wouldn't want to anyhow.
That is very presumptuous on your part. Do you really think the average person would think that way? If I were a LEO I would have just shook my head and thought "another dumb $hit that doesn't know the law". You know why? Because i bet that is the case in the overwhelming majority of the time. As a LEO you obviously know the law very well. For the average Joe, they can only teach 'so-much' in drivers ed. And after about 20 to 30 years of driving some of the more minor rules can be lost.
This sounds like a stupid law to me. And Although i probably would not have crossed the line, I certainly would have gone around someone pausing and moving too slow through an intersection. First thing I would have thought as the person behind this officer was " a) does he know where he is going, b) is he impaired, or c) is he just not paying attention to the road in front of him (perhaps keeping an eye on me). In many of these cases, i would think the safest way to proceed would be to get away from a driver that doesn't know what they are doing, and thus avoid an accident.
I hope you ride as safely and perfectly within the law as you expect others to. That means no 56 mph in a 55 zone there now!
