My vote is for VODOO Harley Davidson in the French Quarter in New Orleans. They have no bike inventory on hand at all. Here is there link:

You might want to check American Harley Davidson in Leominster MA. Nice dealership with a real mom and pop feel to it. Nice people to deal with. It's the smallest, in terms of square footage, dealership I've been to

Some of the small shops are going to be offshoots of bigger guys nearby. AZ has a few small ones but they are a conglomerate of one big name.
The smallest real dealer I've been in is Hutchins Harley in Yucca Valley, CA. They, he has a 50s style soda shop in the front of the dealer. He's an old dealer that has been in or around the business for decades. Some of the showroom pictures are incredible. He's got the harley dirt bike and harley scooter on the floor. If you get the chance to meet the old guy you probably wouldn't even know he was the owner. It's probably the smallest store in CA that is a complete store. But I haven't been to them all. Yet.
