Does it still qualify as a motorcycle then?!? Huh - I've got a 700 Polaris ATV - and a Jeep Wrangler that I'm gonna have to re-think... maybe apply for tags for the Polaris & cheaper motorcycle tags for the Jeep... and cheaper insurance. This has possibilities.

Those things are all over Europe.. They love 'em over there.. Scooters with windsheilds & full canopies.
The scooters with the canopies are great for the city folks over there that just beebop a bunch of blocks to work.. plus where I saw tons of them was in Paris.. Hardly any parking, that I could see.. You can park these little scooters about anywhere. Even in hard rain they'd be on these things with rainsuits.. commuters to/from the office.
Also, Yeah that first weird thing was a beemer (notice the engine head hanging out the side.. boxer).
