I grew up in SoCal. As far as this s***hole, I'm looking at moving away this summer, so no arguments from me. At least here it's more than just the criminals that have guns.

Save yourself thetime and effort and get a AAA membership. Registered and got tags for my Heritage when moved to CA. The bike was purchased in Europe and Registered in AZ before I moved to Cali....no issues, no lines, no waiting.
Plus my AAA membership covers MC roadside assistance where my Car/Bike Insurance doesn't provide roadside assistance for MC's.

So in answer to the OP's original question. There will be no problem if,
The bike has over 7500 miles or....
Has CA Emissions delineated by a three for the eighth VIN digit or...
You were a resident of another state and are moving here or....
You obtained the bike through divorce, inheritance, etc... or...
You were traveling through another state and your bike was stolen wrecked or had a major breakdown or...
The numbers on the out of state title match and are correct or...
You're not moving to Santa Clara County.
The bike has over 7500 miles or....
Has CA Emissions delineated by a three for the eighth VIN digit or...
You were a resident of another state and are moving here or....
You obtained the bike through divorce, inheritance, etc... or...
You were traveling through another state and your bike was stolen wrecked or had a major breakdown or...
The numbers on the out of state title match and are correct or...
You're not moving to Santa Clara County.

That's odd since since there in no law against aftermarket pipes on pre-2013 bikes. 2013 and newer aftermarket pipes need an EPA stamp.
On pre 2013 bikes, pipes that exceed the DB levels stated below can be cited. Those are the federally mandated numbers.
27201. For the purposes of Section 27200, the noise limit of 92 dbA
shall apply to any motorcycle manufactured before 1970.
27202. For the purposes of Section 27200, the following noise
limits shall apply to any motorcycle, other than a motor-driven
cycle, manufactured:
(1) After 1969, and before 1973 ...... 88 dbA
(2) After 1972, and before 1975 ...... 86 dbA
(3) After 1974, and before 1986 ...... 83 dbA
(4) After 1985 ....................... 80 dbA

And this is exactly why (even though we are both retired and can live anywhere we want) we won't live anywhere else. You just deal with the politics, live in a conservative county (yeah we have those here) and save a lot of money in energy bills. And don't forget Lake Tahoe and surrounding area.

I'm truly sorry you feel that way.
I understand why being a cop for 30 years could make one cynical, but that experience would not be unique to California. There are low- life's everywhere. It's the old glass half-full/half empty way of looking at life. I'm not blind to California's faults, but I prefer to stay here and do what little I can to try and correct some of them, and enjoy the good parts along the way.
