Powdercoat with a gloss top coat is very durable. Yes you can powder over bad chrome parts, as long as they are properly prepped.

powder is VERY durrable and you can get the same finish you would with paint, can be done in any color and finish... now that said... where powder falls a bit is body work... we have to braze and use body filler that is specially formulated to take the heat, it is not that easy to work with and takes way more time... for tanks and fenders that are all beat up and need alot of body work... i always recomend paint... the best of both worlds is when you combine the powder and paint together... can get some great results!!!
but for me... i do powder... so i powder every inch of a bike

Powder is definitely more durable. Paint is more customizable. I'm not a powdercoat expert but I would think paint is also easier to fix. If you get a scratch or ding, that can be fixed without redoing the whole part if it's painted.

For example this guy dropped his bike 2 days after I finished it.

I've powdered some previously chromed parts in our industrial ovens. We're set up to do 40' beams but on the rare occasions when we're running red or black I always have a few pieces that need powder. A good cleaning with solvent and scuffing up with Scotchbrite is all I ever do and it comes out beautiful.
