Bought in Dec. with good credit and most dealers wanted 8-10% through HD. My CU said bikes had proven to be high repo items so they would not go lower than 7.5%. Then had one dealer in the area that had worked out private financing with a local bank for 4%. They got my business as they also had a reasonable sale price and trade-in price. Funny thing is bank has not yet asked for proof of insurance. Maybe they have the info through other means.

My credit union has been consistantly lower every time for the last few decades. HD financing has higher rates because they have the captive audience. Many don't realize there are better options.
HD Credit may have come down some since desperation set in, but I'd bet you'd still do better elsewhere. Don't waste your money on those crooks.

HD financing special rates seem to vary on the particular models they are trying to move if I recall correctly.
I just paid off my Ultra with 1.05% interest (105th Anniversary rate, I like the anniversary color). I don't think I've ever seen HD financing that low before for an Ultra. They've had 0% before on Sportsters and other bikes but I've never seen financing as low as 1.05% on a touring bike before or since. That rate I believe was offered
