Totally false.
Anything over 12" are considered "apes" if you want to get technical about it. At 5'9", a set of 12.5" or 13" apes should get your hands at shoulder height. 16" apes just slightly above shoulder height. There aint a whole lot of difference in 3 inches. Keep in mind that the height of your risers plays into the whole apehanger equation.

As someone mentioned earlier, get some 1" PVC pipe and build a mock up, different styles and heights can be checked and it is quick and easy to work with.
As for circulation issues, if you are a bar hopper, no it won't make a difference, but if you are like me and spend all day in the saddle frequently, HELL yes it will be an issue. Having run several different styles on several different bikes, I can tell you as you get older it becomes more prominent, at least it certainly did for me. I just went to 8" T-bars even though I prefer the look and comfort of apes on short trips, on long rides it has made a huge difference for me. By long rides I mean hundreds of miles in a day.

Many thanks for all the good advice. Think I will go for the 14s. On the stock 1 in riser they should be at shoulder height which will suit me just right I think.
If they prove a tad too short I can put 2-3 in risers on afterwards without upsetting the look of the bike.

Admit it, you're just saying 3 inches is huge cause your significant other was looking over your shoulder while you were postin....am I right? I'm right aint I.
