What year did EPA regulations start to affect the way Harleys are constructed? What's the last year in which you don't need Stage 1 modifications because the bike is built to the regular Harley design with no obstruction of air flow?

 

My '73 XLCH came with an open back air cleaner, but it was more restrictive than previous models.
