This might open up some options for you: I know people who buy a DOT that is too small then compress the styrofoam with somthing hard until the helmet fits. You end up with a low profile helmet.

Yes, I have two Skull Crush Beanies. They are very sturdy. Good quality.

Could never see the point in novelty helmets, are people really that insecure that they worry what other people will think?

Novelty helmets are for those guys who would rather not wear a helmet at all but since the law will pull ya over in helmet states for not having 1 on we wear them. They are lighter and a lil more less a P.I.T.A.

My head should be my choice..and the human neck wasnt designed to carry an extra 3 lbs..so i would rather take my chances when going down..id rather have a lil road rash then a broken neck from it bobbling arond with the extra weight

I am looking for a novelty that is better constructed than your typical 30.00 pos. My novelty flexes and is just cheap, but I met a dude who was using a kayak helmet, and it was perfect. It's shell was rock hard, and the small liner looked comfy.

Does anyone know of some makers of more sturdy novelty helmets?

And before my mom shows up here, yes I know novelty helmets do not provide the same impact protection that NASA helmets do. I am however convinced that quality, hardened construction isn't a bad thing.
I take it you want or are looking at a half-helmet? If so outside of headtrip, HCI maybe. Biltwell 3/4 is a nice helmet non-DOT. But really this is a topic with too many opinions and honestly each their own. Helmets are a "fit" item, some "fit" for some and do not "fit" for others. You'd be better off searching on your own.

My novelty helmet is one of the "previously DOT certified" ACC/Head Trip carbon fiber helmets. Same size as most novelty helmets but very high quality and cost me $30 or 40, new, on Ebay. MUCH less wind resistance that the DOT I have on in the avatar pic - the only down side is that the straps are noisy in the wind, but it keeps my head warm in cold weather, which is about the only time I wear a helmet.
