seer helmets our the answer to your neck /blowback problem. . . . They are pricey but will stay put. They have a "Nape strap " that keeps helmet from blowing back.
I can't afford one so i added a strap acrross the back of my helmet attached to the chin strap just behindmy ear. Law enforcement have used them for years.

 

I sometimes have the same problem. I don't like riding with a windshield but it eliminates the problem. Seems like it was a lot worse when I first got the bike so the muscles must be a lot better now.
