To minimize the weight required to balance a tire you have to know where the heavy spot is on the rim. It is common practice to assume the heavy spot is at the valve stem but in my experience it usually is not. I balance my rims first so I know exactly where the heavy spot is (one of my rims it is the opposite side of the stem) and have an idea of weight required to balance just the rim.
Harley definitely needs to do a better job of QC on their rims (not spoked) as I have never seen rims that take as much weight as theirs do. Some tire companies will even replace the tire if it exceeds a certain amount of weight to balance.
