Can I ride in North Carolina with a South Carolina permit?

First of all SC says a beginners permit is good from 0600 to 2000 (8 PM) any other time you must have a licensed driver supervising you. I could not find anything under SC that says it is only good in SC.
NC says you cannot have a passenger.
NC says you cannot have a passenger.
