I don't think you quite get the intent of this law.
They will fine you for not having an EPA stamp on the muffler regardless of the noise level.
It means that only Government approved exhaust systems could be used.

Not really, there are many states that do not force their citizens to comply with the BS that California forces on its citizens. The Left Coast and for that matter some of the large East Coast cities are like being in a totally different country when compared to the rest of the USA. However, I hope that it does get voted down for the sake of the riders in California.

It looks as though the bill is stalled on the floor, despite the fact that it's been passed during review a number of times and been amended repeatedly.

As written, it'd be a big mistake to put into affect as it will have some pretty nasty ramifications. I'm hoping the fact that it's stalled is evidence that someone has finally saw the problems inherent to the language currently seen in the law.
