Default oil filters/coolers

i just got this bike. 99 roadking. i found this on the front. its a merch performance oil filter. it has a valve on it. anyone know how the valve works? im guessing it doubles as a cooler, but not sure what the valve is for. any ideas? the valve im talking about is where the arrow is pointing to. marked with a c and f if i remember right.

Hi this maybe reserecting the dead but I just picked up a new one that a guy had sitting in his shop for years he never installed it. The C and F is Cooler and Filter. He said that the flow of the oil is diverted depending on which way you turn the valve to point. It filters all the time it is just that you can use it as a cooler or not. How do you find yours? I am curious as to if I should install it or not.
