Take a 2lb sledge and hit one of the wheels real hard with it.. If any part or layer of the wheel flakes off.. it was chrome.. If it just dents, breaks or cracks it was aluminum.

Looks like aluminum to me. If you polish them the rag will turn black, keep polishing and they will look close to chrome. Then wax them immediately. Repolish every few months, the first time is the worst.

When you say wax them, wax them with the same stuff I would use to wax the paint on my car?

Yep, I think thats what he means, least thats what I have done.

Wipe the dirt off of them.
If you can see a relfection in them, guess what they're chrome.

Yes, that is what I use (pure carnuba wax). I have seen products advertised to seal aluminum, never tried them. The surface of aluminum oxidizes (rusts) quickly, that is the dull white appearance.
