I had the same qustion when I first heard the term stage 1, after doing some research the way I understand it could be as simple as just the Sceaming Eagle air filter kit or all out with new pipes, cylinders, pistons,,,,,
Could cams also be considerd stage 1 or is that stage 2?

I just performed a Stage 1 upgrade which consisted of SE Air Cleaner, PCIII, and canned map.
It's a piece of cake, and cost less than $400 from East Perf.
I had already added V&H Ovals and won't dyno till after I've changed to true duals.
The throttle response is greatly improved, and the PCIII allows you to extend the rev limiter to 6200 RPM.
The extra 500 RPM makes a big difference, at least when you're gettin it.
It's a piece of cake, and cost less than $400 from East Perf.

The way I understood it was Stage 1=air cleaner, exhaust, and fuel management, Stage 2=95" big bore and cams, Stage 3=103"
Now with the '07's I suppose Stage 1 would be the same, but Stage 2 would be 103"
Anyway you look at it, Stage 1=money, Stage 2=more money and Stage 3=even more money
