Default Springer front end questions

I have a '98 Heritage Springer with 40, 607 miles and the front end is original stock. It feels stiff at times when turning at slower speeds. Also, the bike will bottom out with my wife(130 lbs) and me (230). When is it time to replace the front end springs and rear shocks?

springer front ends are that way. It's time to tune the front end. The springs vary rarely wear out.

What needs to be done to tune up my front end? I have noticed something white that looks like it could be a shock inside the springs. What is that?
