Why the two filler necks on my tank?

one is for the gas, and the other one is for the 2-cycle oil, see

Two gas caps????
Hey all,
I don't now why this question occurred to me but the other day when filling my bike, a bike I have had for over 10 years, I said to myself, "Self, why do I have to use two filler necks in this tank instead of one?"
I realize on newer models that one gas cap is a "dummy" cap but on mine you do need to use both, yet, unlike my truck where I have two filler necks and then switch tanks when 1 gets low, the bike just pulls from both sides. Seems to me if the bike can pull from both sides, then only one cap would be needed.

My Evo is like this. It would take forever to fill both, with the 3/8 tubing between the two.
