Where can I get or see a list of the service bulletins.
I just purchased my 06 RK and want to make sure I dont have any outstanding issues with my bike

 

I suspect that only the dealer would have that information available at his fingertips. Harley National does not share that data to my knowledge. They want you to spend some bucks at the dealer.

 

http://www.odi.nhtsa.dot.gov/cars/problems does not list any bulletins for your bike. Doesn't mean there aren't any, but they aren't considered safety problems if they aren't listed.

 

there was a site of a guy who provided all the bulletins since the eighties...but it was closed down due to threats from Harley Davidson Europe (the guy was from UK)

 

I've never heard of any manufacturer of any product--at least transportation-wise--sharing or making public Service Bulletins. The only time you hear about safety concerns is via a recall or unless it gets mushroomed into a newspaper ad. So I don't know that it's necessarily fair to suggest HD isn't doing it because it's about an interest in making more money. If there's a problem, your warranty will cover it anyway.
