You should be able to get it done including internal wires for less than half of that. $1500 is a ridiculous price for that job, even including parts. Find an independent shop to do it. Or if you're even a little mechanically inclined then do it yourself. Like Wallaby said, you can find instructions for all kinds of jobs on this forum.

wow - I'm kindof in the same boat. Just bought an 08 Heritage Classic after riding my dad's 09 Heritage Classic. Turns out the bars in 09 are different than 08 and older. To me 09 stock bars are waaayyyyy more comfortable.
Just bought new 09 bars (for my 08), new clutch, front brake and throttle cables for around $260. After looking at it today, it looks doable, but I'm going to do some research to try and DIY......I hate spending $$ on labor, especially when it's something that CAN'T be that hard. I've just jinxed it haven't I..................
