Rain gear is also handy when its not raining. On hot days when I know I will be riding into the evening or later, I will take my rain gear instead of my leather. The jacket makes for a nice wind breaker and keeps you warm on a cool evening.
As far as cheap, I'm a firm believer in you get what you pay for. I have this set, and it is worth every penny.

If you go with cheap plastic or nylon rain gear chances are it will end up melted to your pipes. To prevent this cut pieces from an ironing board cover and sew them to the leg(s) on the rain gear.
IMO $50 is about as cheap as you can go to get decent rain gear (unless you find it on sale).

Check out Frog Troggs Road Toad raingear. I've been meaning to pick up a set myself. It's totally waterproof, breathable, and packs up nicely into a little stuff sack. I've ridden with several guys that have them and swear by them. I've just got a cheap set I ordered from somewhere and generally I only use the pants because my jackets are waterproof.

A lot of people swear by FroggToggs, I use some made by Columbia, they fold up and stuff themselves into a pocket, take up very little space. I bought them at Dick's Sporting goods, I think for 20.00 apiece. (top and bottom). At work we have polyethylene boot covers (dirty environment), I always have a pair of them stashed in the bags, but they need to be taped on or they will become part of the exhaust. Good old rubber gloves complete the wardrobe, won't get on the cover of any fashion Mags but it works for me.
