In the sissy bar pack I have every hand tool imaginable to do road side repairs, and lots of loctite, Oil, and 104+. my lid, the wifes lid.
The pipe side saddle bag is mine when my wife is traveling with me, the other is hers. At least until I have to balance the weight, then I have to share mine. Leathers, (chaps & jacket) and a sweat shirt. dew rags and clean shop cloths, Oh and a first aid Kit with sutures, and a bottle of Sterile Saline solution ( goes back to my prospect days of being prepared for road rash and other ailments).

for weekend trips it depends...usually just a zipper bag with spare glasses, eye drops, ear plugs. rain suit in a 1 gallon ziplok (in case I need a dry spot for my wallet, etc...)
on my work commutes, the laptop goes in the left bag and change of clothes in right. I think I'll change to a t-bag though to make it simpler..
I don't carry any tools, but I have road side assistance and I'm not afraid to use it!

Definitely a First Aid kit, tool kit, a small roll of wire, electrical tape, and bungie cords. Have used the First Aid kit and tool kit more than I remember...fortunately? never for me but for other bikers I stopped to help. Worried about being liable with stopping to help? If nothing else offer the First Aid kit to who ever needs it and say help yourself or offer it to the person who is rendering first aid.
What 15 pound rule? The heaviest I've carried is a 12 volt truck battery in each leather saddlebag. My '82 Chevy 3/4 ton diesel died, had to drag the batteries to Sears for a recharge. That's uhhh...60 lbs. each....
