I bought mine at Cabellas. They have what you said you require plus "Thinsulate". I paid $159.00 a couple of years ago for them and they have been bullet proof.

I bought a pair of Carhartt slip on boots for work. I am a Marine Engineer, and need comfort and slip protection when working inside oily engines and engine rooms. These are the most comfortable boot I have ever owned. 10 times better than my Red Wings and half the price. They breath as well. Got them at my local Ace General store and paid $140

Redwing 988 or 968 if you're looking for engineers. About $160.
Wesco if you got the bucks!!

I hate taking 20 minutes to get boots on or off. I have a pair of these, and in addition to being incredibly well-made (in the USA), I can get them on or off in about 30 seconds

Sounds like a lineman boot might be what you are looking for. Several companies make them with gore-tex liner, most have steel toe, most are 10" or 16" tall, also look for ones with "speed laces". They are a bit expensive though, usually around the $300 mark. Most recent pair I got were from:

www.hoffmanboots.com

Being USAF I had our unit buy everyone in my shop the *new* sage green military climbers; so we can wear them with the *new* uniform.
