Cripes guys; I was riding a Harley 45 when I was 15. Of course, that was back in the 50's when we still had some freedom. No insurance, no tag, and no helmet.

Ya know, ya might be halfway joking, but that guilt tactic is heavily used these days, and folks will jump right in line so as not to be seen as "not caring"...regardless of the merits, or lack thereof, of any given approach for any given issue. Some days it just seems like critical thought is all but a lost art in this country.

No doubt the ultimate goal is getting registration fees on all off road vehicles.
You don't have to register if you use them in privately owned off road parks as many Il. off
road parks are.
The state is 4 billion + and counting in debt so there looking for more revenue sources you
can count on it.
They'll just disguise it as a safety bill.
Yup the state has really gotten themselves in a mess.
Local schools are planning layoffs next I'm hearing ( State funding dried up ).

This sounds like the same people that wanted to require 5-gallon buckets to leak. There are 10-12 toddlers a year that flip upside down and drown in 5-gallon buckets. So the same bunch wanted to pass a law that all 5-gallon containers could not hold water once opened. Yikes.
I'm not in favor of kids drowning, I just marvel at the ideas people come up with to prevent things from happening.

I HAVE NO PROBLEM WITH KIDS RIDING ATV's and DIRT BIKES BUT MY EXPERIENCE HAS BEEN THAT MANY OF THEM HAVE NO RESPECT FOR OTHER PEOPLE OR THERE PROPERTY. IF THE PARENTS TURN THEM LOOSE AND DON'T TEACH THEM TO RESPECT OTHER PEOPLE AND THERE PROPERTY YOU WILL END UP WITH LAWS SUCH AS THIS TO PREVENT THEM FROM RIDING,PERIOD!
MAYBE THEY NEED TO REQUIRE SOME PARENTS TO PASS A TEST ON HOW TO RAISE KIDS, BEFORE THEY CAN HAVE THEM
