Actually, a set of long underwear made of polypropylene under a pair of jeans or slacks does a pretty good job...polypropylene, unlike cotton, doesn't absorb moisture....which reduces heat loss. Years ago polypropylene was kind of rare, now they're available at any decent outdoor gear store for a very reasonable price. Throw a pair of chaps over that set-up, and it's very comfortable in moderately cold temps (25 F). A set of raingear over that, and you can ride comfortably down in the 'teens'.
The problem with carhartts and sorel style boots is that you end up feeling like the michelin man, and shifting becomes a bitch, though overmitts over your winter gloves seem to work great, at least for me.

I use Wall brand insulated bib overalls that I got from Wal-Mart for $50 when it is real cold. They have a long zipper up each leg and one in the front that makes them very easy to get on and off. they are on sale right now http://www.walmart.com/ip/Walls-Men-...ralls/11714633
