I've seen the BR's 2-2 dyno sheet and they put out pretty decent TQ and HP.
I just looked up the Hell Raisers and I see that they don't come with baffles. At least on this site nor have I seen a dyno sheet on them.

If they don't, U'll probably loose ??? TQ and HP under 3K.. and they will be really, really, loud...
The Samson's are different and probably not as many around. where as the BR's are popular.
My son had the BR's 2-2 and to me and him they were loud.... more so if U ride to the right or behind.
So its Up to U on, Performance, Sound, and Uniqueness. and what order these 3 are in.

I went with Cobra pipe, because:
1) Not many people running them.
2) The 2 into 2 pipe preforms like a 2 into 1 pipe.
3) I liked the look and length of them.
4) Removable baffles.
5) Cobra had a canned map for the tuner for my bike (although it wasn't close).

V&H's for me..
When they arrived I noticed that two of the shields had very small scratches, I wouldn't have really pushed the issue with V&H but they replaced the shields at no charge. I also asked how I could get an extra set of shield clamps and they sent me a whole set at no charge. They answered many of my questions prior to my purchase and I have no regrets with my decision to buy V&H.
Plus with the open baffle they sound great.
They don't look too bad either.

Looks like you're looking for an aggressive look with those choices. I would say go with the Vance and Hines based upon quality. I have Samsons on my ride, but that's only because the Vance and Hines fishtails look retarded.

i'm running samson legend series street sweepers on my bob.
had VH big radius on my fatboy.
my finding is that i'm scrambling to make the samsons sound as deep and loud and throaty as my VH (high flow a/c, BCT baffles, dyno tune to richen the AFR). i ran the VH on a carbed bike as opposed to my new EFI, so i'm sure that makes some difference, but as far as out of the box sound, the VH sounded better.
all that being said, DON'T get the big radius...everyone has them.
get some big shot longs, put some long hair on your lady.
