That's a loaded question...
you'll get different answers depending on your definition of motorcycle...
It certainly is a cycle, & it certainly has a motor.
BUT...
Riding skills differ between bikes & trikes
& the laws regarding trikes MAY (not sure here) vary state to state...
In my opinion it is a Motorcycle.
Others may disagree of course...

In NY, if you take the test on a trike, that is all you can ride... As far as weather or not its real motorcycle, ask someone who can only ride a trike, weather it be due to a disability or just an inability. I bet to them, its real.

as for the original question if your state has a helmet law for motorcycles, it also applies to trikes, so most states would say yes its a bike.
If I couldn't ride two wheels, I'd take a side car(looking at then anyway) or ride my jeep more, but personal preference(may change as time goes on), I'll never knock anybody for riding a trike, I may snicker a little at those yellow things with two wheels in the front(Can-Am Spyder), I know they're more stable in corners then a regular trike, but they sure do look funky .
