Default Repacking Exhaust

What does Repacking your Exhaust -mean?
This is a new phrase to me and it may explain why -over time -my Rinehart Pipes have gotten louder and more throaty.

any insight is appreciated

I had a loud exhaust on a Goldwing a few years ago. The baffles were burnt out or rusted away but the pipes were still good. I pulled them off & stuffed stainless woll into them. It worked really well. I wonder if this is not what re packing means?

Some mufflers have fiberglass, or some other similar material, that is used along with baffles to create the muffled effect.
Over time the fiberglass tends to deteriorate and get blown out the tailpipe.
most of these types of mufflers can be taken apart and you can then replace the deteriorated material with fresh material and this is what is called repacking.
I think.
