Neck gaiter works for me. I ride in the upper 30's with a 3/4 helmut and the neck gaiter. Colder than that, I don't ride.

I have been wearing a neoprene mask for years,but can't keep
my glasses from fogging at a stop. Any suggestions for this ? Other than
the fogging issue the mask works fine as I will ride down into
the 20's.

I know the OP said no full face helmets, but that and a balaclava is like being in your house, and I can still hear the stero just fine, just have to turn it up a little more.

A trick to stop the glasses from fogging is to clean glasses with large large amount of soap----leave the soap on---let dry to a haze---buff off, and there ya go......fog free glasses at a free price.

Try it out--almost impossible to fog by breathing on them--works great.

Let me know the out come.

shampa.com, fleece lined face masks, very good for winter. Priced good too.

This is what I wear in Northern Canada. I also wear it when it rains. Rain feels like darts and this stops it.

I usually only wear it on the highway though. Also the HD Heated vest, but Widder make a full set-up right down to heated chaps if need be.

Also a leather bandana around the neck, but this neoprene mask does a good job of it. It's not too bad for fogging the glasses up. If it does, I have the foam trimmed Panoptics. They do a good job of not letting my breath into the eye area thus tames the fogging issue somewhat.

I have used this for about 4 years. It works great down to at least 29 degrees. Haven't tested it in anything colder. http://www.rei.com/product/725708

This is the 'outside' layer, and is good down to 70 mph in the upper 30's. A knit balaclava goes on first, if colder than that.
Also, wear a turtle neck long sleeved T. The face mask is leather, with a felt lining on the inside, and the 'neck' goes way down inside. Made for me, by a lady leather vendor, in St Paul. Double layer RWB stocking hat.
KEEP the goggles UP, until AFTER you are rolling along, real good.
