When I registered my bike here in OR. (bought out of state). They did a VIN inspection and could barley read the sticker, I asked the guy "what if I wanted to repaint the frame and took the sticker off". He said all we need is 2 numbers that match, my frame and engine stamps matched so I was good to go.

You don't need a freekin' "sticker". The VIN is stamped into the neck of the frame.

I have bought many bikes from out of state and have had them inspected at the local police office before they can be registered in this state.

Guess what, none of them had stickers, just the stamped VIN on the neck. All of them passed the "inspection" which is basically to make sure the vehiclke is not stolen.

In case you hadn't noticed the VIN sticker has additional info such as the build date. All vehicles have multiple VIN locations some of which are hidden. All required by regulation. It is a felony to remove/deface them no matter how innocent your intentions are.

Did you get that? FELONY!

Yeah - but we are now outlaw bikers.

The VIN is still there stamped into the frame and contains all the info needed. Never see this sticker before, so must be a new thing. No one said they changed the VIN.

Changing the VIN vs removing a sticker are two different issues, the bike still has a VIN on the frame and engine.

How bout the motor? Isn't the VIN on the motor, or at least a partial? I wonder if that counts, not that it really matters to me around here, just thinking out loud...
I can only find it on one sticker and the neck on my '81 FLT but things may have changed over the years. It really isn't that big of a deal, just have to take it to the police station instead of having the DMV do the inspection.
