Default Double stick tape on fender skirt?

I got a used fender skirt for my Heritage Fender. Do I need the double stick tape on the back of it? There is some really thin double stick on the lower portion that is not sticky anymore. Do I need some new double stick tape on the back or is this mainly for the purpose to keep it from rubbing the paint off the fender where it makes contact? Thanks.

I would replace the tape. It also prevents water, mud, etc from getting between the fender and the skirt.
