Go to google and I think you will find lots of information about this .

 

I had it enabled on my PCIII and I never noticed a difference. I do hit my rev limiter everyonce and a while cause I like to string out the low gears. I have never had any problems from hitting the rev limiter.
To answer your question, I do not believe there is an actual down side, you just won't really notice it that much.
