Default How to diagnos faulty fuel gauge/sender?

While riding today, fuel gauge on 1998 FLHTC went to empty. Gassed the bike and it only took 2.8 gallons. After gasing gauge went to full. I have not ridden it long enough for it to drop, but the gauge should not have read as low as it did. How do I determine what may be faulty, the gauge or the sender? If it was a bad ground wood the gauge read full or empty? thanks

mine did that intermittantly. took it to the dealer since it was under warranty and they replaced the fuel level sender. no problems since.
