Umm, the OP didn't indicate the pipes were "unbelievably loud", or that his brother was "pissing everybody off", or even upsetting even one person. And it would appear that the evil violator of humanity's peace accepted the consequences - he paid the tickets and re-installed his factory exhaust. Once again, you're shooting at a target of your own imagination.

My understanding is that you have to abide by the laws of the state you are riding in not the state you happen to have your bike registered in.

Seems to me you should be heading North of the border if you want to continue to run "modified" exhaust, no problems out west (so far) We still have some freedoms

Generally true except for equipment issues. If apes are legal in your state it's not a violation in another. Of course the officer can write the ticket but it would never hold up. Laws against loud or modified exhaust are probably universal.

loud pipes on a bike are no more a nuisance than a lawnmower or leaf blower. at least the bike is gone in a few seconds the a-hole with the leaf blower is there longer.

just put the stock pipes back on and go to court telling the judge there is nothing wrong with your stock pipes

Sounds like the system works. The dude had two choices. 1) Keep the loud pipes, enjoy, and pay the fines as they come rolling in... or 2) Get the obnoxious loud pipes off, comply, and spend his money on better things.
