Short people got no reason to ride

My Uncle is 5'6" and rides and electra glide, 12" shocks, lower padding aftermarket seat.
There is more you could do, lower, shorter fork springs, even shorter shocks.
Hell a street glide is lighter and lower about 1 1/2 inches.

I've acquired the nickname "Fun Size" because I used to be short, then in the PC world, was vertically challenged, and finally was told by a tall waitress that I was neither, I was like the candy bars, Fun Size. I'm 5' 5 1/2" tall and ride an 06 Street Glide with a Reach seat. Don't have a problem flat footing at Stop signs, etc.

It's not only the seat height. The width of the bike makes a big difference. The width, position and shape of the seat can also make a difference. The position of the bars can alter your riding position by a couple of inches which can also be an issue. It's more complex than just the height.
I have problems getting a bike that I'm comfortable riding because I've got a relatively long body but short arms and legs. You need to sit on some bikes and test ride a few. My mate has a Sportster low which is very good because not only has it got a low seat height but it's also narrow. It's about the only bike I've ever sat on that I can get both feet firmly planted.

I wish that I had a camera when I pulled up to a traffic light that was just changing to red. The cyclist ahead of me came to a stop. As he stopped he slid off the seat to the left side of the bikes which was a Dyna. He left his right foot just on the top of the seat. He had the handle bar turned to the right full lock with his hand on the throttle. As the light changed green, he hopped up onto the seat, turned the bar straight and pulled away in one smooth operation. I guessed that he had done that many many times.
I was a sight to behold. He had to be 5 feet or less. But that did not hold him back at all to ride the bike that he wanted.
