OK, this is getting so ridiculous it is obviously all about revenue generation.
I just bought a one-year-old van, and had to PAY a "Smog Abatement" fee because it was NOT going to be tested.
I have 5 vehicles, and none of them have ever failed a smog test, which of course I have to pay for.
If this gets passed, I'm voting to oust any incumbent I can.
