Something to think about: I've seen a few posts over the past few years about tool bags denting the fender whenever the forks were deeply compressed. This'll cause a few tears when it happens...the voice of experience speaking.

 

This one was about $20 shipped from www.donscycleware.com. It has leather straps at the top that buckle inside the bag. I use a small bungy at the bottom.
