Two things I have found that work great for deep cleaning/ restoring chrome and also cad spoked wheels (pitted, rusted, caked with years of crud etc...)

Crumpled aluminum foil into a ball used wet...(great on all chrome for light cleaning).

Even better for more agressive work:

Ultra fine 0000 steel wool... great on pipes, chrome rims and the spokes. Will remove surface rust from chrome and scale from cad. Hit cad spokes with WD40 or mineral oil and chrome with chrome polish after cleaning and they look as close to new as possible.

Search this site for Triple Acting Shout. Yep the laundry stuff. I love it. I got a soft bristle brush that I can put on the drill. Shout em, let em soak a bit, run the brush around. This cleans and buffs em up.
Next time just the Shout and rinse.
Learned that here. Probably one of the best tips.

My Bro uses Hoppes Quick Clean.

They are soaked patches. He cuts strips of them, and twists them around the spoke and goes back & forth with it.

I get them cleaned by the lady below. She may miss a few spokes but I really don't care.

Go to any paint supply store and get wire wheel acid (usually 1gal. cost $35 or so). Slightly dilute, spray on, leave it on for 2min. max (I usually leave for 1min.), spray off. The most I have to do after that is occasionally take a rag after rinsing and wipe the lip and between the spokes at the rim base. But normally, I do nothing....spray, rinse and dry, that's it!!! I do it every weekend before rinding and go!!!
