Retardation. With any luck, the 'tards who wear their visors/helmets screwy, will get into fatal accidents and not have a chance to procreate.

Edit: I just tried this -- it's not even possible! The arc of the visor prevents the snaps from lining up when you try to install it upside down.

I very much doubt that. The people in California are very mainstream and conservative. I can't imagine they would do something different than the majority of the country.
