Torque is sufficient on brake calipers plus the pins need to be able to move and flex. A brake caliper while fixed contains moving parts and should be serviced regularly. Hence no loctite speced. On automotive brake relines you actually lubricate the pads, bolts, pins and hub flange with silicone brake lubricant. I haven't done a caliper rebuild on a bike yet.
It was raining yesterday, so I stayed home and worked on some personal projects, including the brake job. As I expected after your responses, there was no evidence of loctite on the caliper bolts (and I checked with the original owner to confirm they've never been pulled before), so I changed the pads and reassembled, tightening to torque specs.
It turns out that I should have stayed home today -- several inches of snow this morning (and this is Baton Rouge, Louisiana!).
