You think that is a scooter ala a Vespa or is motor scooter a foreign equlivalent of motorcycle? He deserves to get pistol whipped if he was trying to evade on a vespa...

scooter in europe and asia means moped or vespa (50ccm) (though there are ones that boast 125ccm those usually in most countries require a motorcycle licence)...motorbike would be the equivilant to motorcycle here.

The Irony of it all!
Something similar happened here at a local park.
A guy took his girl friend for a ride around the park, he let her have the helmet he was wearing. A cop saw him and yelled at him to pull over they were traveling in the opposite directions in heavy traffic on a park road that made a mile plus oval. When they meet on the other side the cop pull his car in front of the MC throwing both riders off onto the road breaking the mans arm and scraping up the girl. BTW this was not a chase.
When word spread around the crowded park everyone started rioting. That was 28 years ago and the park has been closed since.
Does it really make since to use force to enforce a saftey law that only effects the offending person? DUH!!!
