Default Harley versus Victory, state of tune?

Do Victory motorcycles also have to have a "stage 1" done to them. Do they run just as hot as the newer Harley's?
In case they don't come as lean and run as hot as a Harley, why not?

Stage on 1 or 2 crap is hds wording . You can do the air kit and exhaust to a vic, It should run just as lean ,most do. You can buy tuners for it just like other fuely bikes and big bore kits. Vic's bikes are a bit different in that they are oil cooled and have some oil jackets that help with feeling the heat. You can ricken a fuely hd but it does that some dyno time and a tuner but the dealers won't want to do it.All these new bikes run at a 14.7 air/fuel ratio or something close to that. It is easy to have a carb bike run at 13.6.
