You guys are talking about freedom and America and rights, but don't the RESIDENTS of Myrtle Beach have the right to ask you not to have a bike rally in THEIR community? You're not proving anything to anyone and they don't care if you spend your money there or not. The money the bike weeks generate is nothing compared to the rest of the money they make year-round from tourism. They don't care about your chump change. Get a life and go somewhere that respects us. Go ride the Outer Banks or Deal's Gap, you will have 100 times more fun and will be welcomed everywhere you go.

I have the freedom to choose where and when I ride and I choose to not ride in places that don't want me there. F 'em.

Very good post. Of course the residents have a right to not want tourist. and I will not return bike week or otherwise. But to Just pick out one group of tourist you don't want and welcome another group (as long as the obey FAIR laws) isn't right. How bout if they say just cars costing over $50,000 will be allowed in the city? and only people with platium credit cards could check into hotels? It's discrimanation pure and simple.

I gotta say that I agree with most people on here. Go to the rallies, have a great time, but stay away from the city of Myrtle Beach! Ride around the city, Broadway on the Beach included! Take the back roads to ride north and south. There are plenty of mom and pop places that would love our business.
I will not let a city scare me off from having a good time. If you have gone to the rallies in the past and don't go now, well, you have done exactly what they want. That is the city of Myrtle Beach. The other areas still want our business.
We are planning our spring vacation there and we are not going to ride into town at all!!! We should tell everybody we know, bikers or not, to not vacation in the city of Myrtle Beach! That would tell them something if no vacationers showed up next year, wouldn't it?

Yeah, they'll get their money one way or another (tickets). I guarantee this will kill the rallys down there, even if they do lose so much money that they decide to welcome bikers back. Just like how baseball lost tons of fans when they went on strike and when the Regatta around here went dry. They eventually brought alcohol back, but it's never been the same....

MB is such a craphole I never understood why anyone cared anyways.....sure it can be fun but...not that fun.

i will try to explain for the hardheads. i have lived in mb for 30 years.the city of myrtle beach is the problem area for bikers.i ride every bike week spring and fall and never go into mb.95% of the ralley is outside of mb.you dont need to go into mb.agreed totally! goto to the ralley have fun and spend your money everywhere but in the city of mb.
mb is trying to get rid of black bike week which ruins memoral day for the whole area.

What screws some of us, at least me, is old lady wants a beachside hotel which is mostly MB or north MB. So I made reservations at SeaCrest where we always stay on the strip in MB. Then these idiots come up with a last minute law on sound and I am out $25 to cancel the hotel room because there is no way I would pass the 85 db limit. Pissed me off real good, now there is no way I am heading back there, at least not till they get this mess straight.

Doesn't sound like much fun to me. Just like some said, its the residents rights to say yes or no. They live there, pay taxes there and have to clean up afterwards. So who has more right to say whether the event goes on, the residents or those that come in, tear the place up, and leave the mess to be dealt with by the residents who don't want it in the first place?

New Myrtle Beach Bike Ordinances explained

SEPTEMBER 24, 2008 MYRTLE BEACH, SC – At Tuesday nights’ regularly
scheduled city council meeting, the Myrtle Beach Council passed into law
15 ordinances designed to reduce the size of the May bike rallies.

To the casual reader the implications are not clear. This writer
interprets the ordinance but warns that he is not a lawyer and those
that need legal advice on these ordinances should go to an attorney.

1. 2008-57 | Amend existing Nuisance law found in Chapter 10, Article
II, Nuisances of the Code. The effects of an unpermitted special event,
or rally are a public nuisance against public health, public decency,
peace and order, public welfare and safety and the public economy and
responsible parties to be held financially responsible for public cost
that result from their promotion.

Plain Talk: By defining and declaring unpermitted events and rallies to
be “public nuisances” this ordinance may provide Myrtle Beach the legal
basis for prosecuting the organizers/sponsors along with an effort to
seek “financial redress” from the violating parties for expenses the
city may incur – such as additional police.

2. 2008-58 | Amend existing Special Event law in Sections 19-127,
19-128 and 19-156 of Chapter 19, Article VI, Special Events of the Code.
Those events in or adjacent to City limits, permitted or unpermitted,
that impose an excessive public resource deployment are unlawful, and
responsible parties are to be held financially responsible for public
cost that result.

Plain Talk: Serves the same purpose as 2008-57 but focuses on the
Special Event Law while the other focuses on existing Nuisance laws.

3. 2008-59 | New law amending Chapter 14, Article 1, Section 14-1. No
alcohol served between 2-6 a.m. Note substantial changes. Business can
exempt from 2-6 a. m. sale prohibition upon showing of policy or
practice that addresses among other things underage drinking,
over-serving, internal and premises security. Exemption can be revoked
upon events of criminality on premises of business.

Plain Talk: Basically tells businesses to not engage in selling liquor
to minors or over-serving and have a responsible security process or
they cannot sell alcohol from 2am to 6 am. The ordinance basically says
businesses have a responsibility to help the city get the night time
drunk crowds under control.

4. 2008-60 | New Law. Chapter 14, Article 1, Section 14-7. Defrauding
a restaurant is a misdemeanor.

Plain Talk: Horry County has a similar law. With this ordinance, people
who walk out on a restaurant without paying face both city and county
prosecution. This ordinance tackles one of restaurant owners biggest
complaints about the rallies.


5. 2008-61 | New law. Chapter 14, Article X, Sections 14-220.
Infraction. Administrative process. Short term rental, payers of
accommodation tax, innkeeper or hotel check-in procedures; photo id for
check-in; identification of all guests per room, identification of all
vehicles; issue parking card.

Plain Talk: Requires anyone under 21 attempting to check into a hotel to
be accompanied by a parent or responsible adult to verify identification
and to require parking stickers, cards or other IDs for each vehicle in
the hotel’s parking lot. The ordinances attempts to put some adult
supervision in place primarily by saying kids without adults should go
elsewhere.

6. 2008-62 | New law. Infraction. Chapter 14, Article X, Sections
14-221. Administrative process. No alcohol consumption or open
possession in parking areas, lots and garages. Business shall not
permit.

Plain Talk: A ban on the possession or consumption of liquor, beer or
wine in parking lots abutting public rights of way. Can’t go buy your
six-pack and meet your buds in a parking lot for an impromptu party.

7. 2008-63 | New law. Infraction. Chapter 14, Article X, Sections
14-222. Administrative process. Use of parking lot for non-parking
activities a nuisance. No destruction of landscaped areas by chairs,
etc. Businesses shall not permit.

Plain Talk: A ban on the destructive use of landscaping areas that are
established by zoning law and parking lot parties are prohibited.

8. 2008-64 | New law. Infraction. Chapter 14, Article X, Sections
14-223 through 14-227. Administrative process. Helmet and eyewear
required for cycles and mopeds; No impoundment.

Plain Talk: One of the more controversial and the only ordinance that
had a no vote cast against it. The ordinance requires helmet and eye
protection be worn.

9. 2008-65 | New law. Infraction. Chapter 14, Article X, Sections
14-228 through 14-231. Administrative process. No trailers parked on
public streets, or unlicensed private lots.

Plain Talk: A prohibition on the parking or storage of any boats, boat
trailers, semitrailer, tractor trailer, or oversized vehicles on public
streets and certain private lots. Impoundment could result.

10. 2008-66 | New law. Infraction. Chapter 14, Article X, Sections
14-232 through 14-235. Administrative infraction. Convenience store and
premises security.

Plain Talk: New requirements for convenience store security between the
hours of 11 p.m. and 6 a.m. including security cameras, drop safes, cash
management and lighted parking lots.

11. 2008-67 | New law. Infraction. Chapter 14, Article X, Sections
14-236 through 14-239. Administrative process. Minor or Juvenile Curfew:
1 am to 6 am.

Plain Talk: A curfew for anyone under 18 between 1 a.m. and 6 a.m.
unless good cause is shown as listed in the laws provisions. Exceptions
are made for minors accompanied by a parent or guardian, employment,
attending a school, city or government activity among other situations.

12. 2008-68 | New law. Infraction. Chapter 14, Article X, Sections
14-240. Administrative process. No loud mufflers, impound serial
offending vehicle.

Plain Talk: Ordinance is confusing as in one place it defines an
offense when measured noise level is more than 83 decibels on the
decibel meter when measured 20 inches from the exhaust pipe at a 45
degree angle while the engine is operating at 2,800 revolutions per
minute for one and 2 cylinder motorcycles and 3,500 revolutions 60 per
minute for any motorcycle with 3 or more cylinders while in another
place it says an offense is when motor vehicles weighing less than
10,000 pounds, and the sound pressure is 82 db measured 25 feet from the
vehicle.

13. 2008-69 | Amend existing law in Chapter 14, Article V, Section
14-85, adding section (b) (10). No loitering on commercial lots after
hours or during business hours without corresponding commercial activity
or when posted.

Plain Talk: Prohibits gathering in a business parking lots without a
business purpose.

14. 2008-70 | Amend existing law in Chapter 12, Article III, Division
1, by adding Section 12- 102: only 1 vehicle per space; Chapter 12,
Article III, Division 2, Repeal deactivation of meters for bike parking.

Plain Talk: In addition to one vehicle per space, repeals a business’s
ability to reserve parking strictly for motorcycles.

15. 2008-71 | New law to enact Chapter 14, Article X, Sections 14-200
through 14-and/or reserve 14-219. Creation of administrative hearing
process for disposition of infractions.

Plain Talk: Establishes within the City Manager’s Office a division of
administrative hearings."

It is the Businesses during Harley Bike Week that will be hurting, many Hotel Owners are fans of the Rally. This can't be said for the "Black Bike Week"

Believe me, Black Bike Week is the reason for all the Ordinances, I have heard many horror stories from restaurant and store owners about behaviour of the participants during that event,

I am no longer going to attend either the Spring or Fall Rally till the business owners kick the Politicians out that voted the Ordinances in,

THAT, will be the best method of having the Rally re-instated,

Oh it just keeps getting better. What about those of us who ride to work in MB year 'round? I just got back from the Law Enforcement Annex on Mustang Street in Myrtle Beach. The police are doing free sound checks on your pipes with no penalty for exceeding the limit. They are using a decibel meter to see if you exceed the 87 db limit. They use a wooden form to measure the distance from your pipes to the meter. My 2005 Super Glide Custom with V&H Big Radius pipes did NOT pass. Yeah, I know, big surprise. I came in at 100 db even. Oh, and that is at idle, not 2000 rpm. They check it at idle. So I am screwed. Unless I change out my pipes, I can't ride to work or through the city of Myrtle Beach and I LIVE here.

North Myrtle Beach is also following the ordinances. I talked to two employees at the NMB Harley shop this afternoon and they both got tickets today. One was a warning and one was a $500 fine. No meter involved. The cops stopped them and told them their pipes were too loud. WTF. How do you measure that by ear?

The sheriffs department came by the dealership earlier today and checked one brand new bike from each family, bone stock, with a decibel meter and they ALL failed. But the deputies were reving those bikes up to 2000 to 2800 rpm which the cops in MB don't do.

Obviously there is a lot of discrepancy in the application of the new ordinance. I can't afford a $500 fine for loud pipes so I guess I am taking the car to work from now on.

Anybody got stock pipes for an '05 Dyna, cheap?
