Heat the area with a heat gun (paint striper gun).Crumple up a piece of aluminum foil and rub it across the effected area while its hot. The foil will not leave any scratches on the chrome.

The wife melted rubber boots on mine.
I took the buffing wheel that came with my bench grinder, and installed it onto my 4 1/2" dewalt angle grinder. Came right off & no damage to the chrome.

I gotta say the easiest and cheapest way to remove rubber from your pipes is with a Mr Clean Magic Eraser.Very simple process, dip eraser in water, squeze excess water, scrub pipe for about 5 seconds, wipe off pipe, grab beer and sit on couch. These things will take off just about anything, including bugs and tar. I did try to remove the wife with one, but it didn't work to well. I also use these to take marks off my cars

I managed to get some melted microfiber towel onto my exhaust shield. I used a generic oven cleaner for "warm or cold ovens". I took a plastic drop cloth and cut it up and taped it around the exhaust shield to protect the bike from overspray. I used it while the bike was cold, left it on for an hour or two, then washed it off with a sponge and water. It was pretty easy and at the most, I might have had to scrape here and there with a fingernail to get some residue off. The can states not to use oven cleaner on chrome surfaces but it did not harm the finish.
