I've used the top of the head tap and seen it many times. I have heard though that if the officer sees you doing this you may just get a ticket yourself so i usually wait until a little ways down the road to signal other riders.

Well, duh, don't you think they can see the squad car with the flashing lights on, parked right behind you?
Not sure who or where it started, but I learned about the tap on head in the very early 70's. Stationed on East coast at the time.

Where I live, most judges will dismiss any citations written for this kind of nonsense.
They also dismiss tickets for having license plate covers since the city installed red light cameras.

I wouldn’t be so sure of that. There are some small towns that count on speed traps for revenue, “I like to call it Random Road tax”. They have a stretch of road that all looks the same but the speed limit goes from let’s say 30 then to 45 then back 30 again in a short distance, and then they get you when you are doing 45 starting into the second 30 MPH zone.
