Scooter owners seem to be the worst of both worlds. You don't need the M on your license to ride one, people think they can ride in the street like a motorcycle but do not have to obey the rules of the road because they are scooter. I've seen the fly down sidewalks and worry about people coming out of the building and getting hit. Some are just kids that bugged their folks for a dangerous toy and some are adult wanna-be's acting like kids.
